Assuming you are using exim 4, there is a third option:
REJECT at smtp time with the access control list that you use
for acl_smtp_rcpt.

I use
  deny    message = unrouteable address
         !verify = recipient
*after* I've accepted mail from the local machine (so that outgoing mail
doesn't fail).
