[Exim] System filters freezing mails

Hi,

At the min i have spamassassin marking spam mails with ****SPAM**** and the global filter then freezing that mail if it goes to a local user, but if I use a route list and send that mail to an external mail server the system filter does not freeze it :-( anyone know how to get the filter to freeze the mail ?
