You are way off base here.
Since when does WHOIS have anything to do with Reverse DNS? (hint:
almost never)
ARIN's Net-Mod template is only used to delegate in-addr.arpa
nameservers for direct and sub-delegated networks, not for end-user
customers. The reassign-detailed template is only used for
"organizations who can maintain their own in-addr servers via a separate
POC", which does not mean all end-user organizations can or "MUST" run
their own in-addr servers.
