It's a system message, not something Philip invented:

    ethanol:/tmp> cat foo.c
    #include <stdio.h>
    #include <string.h>
    #include <errno.h>


    int
    main()
    {
        puts(strerror(EDQUOT));
        return 0;
    }
    ethanol:/tmp> make foo
    cc -O2     -o foo foo.c
    ethanol:/tmp> ./foo
    Disc quota exceeded
    ethanol:/tmp>


Apart from that, there exist other quotas, like printing quotas.
But this is not the most archaic terminology in UNIX, mind you.
When was the last time you've seen a TTY?
