Joe,

This is a DNS issue. For each domain you want going through this backup
MX server:

@ IN MX 10 primary-mail.domain.com.
@ IN MX 20 backup-mail.domain.com.
@ IN MX 30 other-backup.domain.com.

Etc...

Then, if your backup receives mail, it'll try to deliver to the primary
MX. If the primary MX fails, the backup will keep trying every n
minutes (depending on your queuerunner and retry config).
