Frozen messages are messages that exim can't deliver itself, for any
reason. And you, as the postmaster, have to look at them.
Reference the output of mailq and your logfiles in /var/log/exim for a
reason why they can't be delivered. You could also try doing something
like 'runq -qff -v <PutMessageIDHereOfFrozenMessage>' to see what
happens when exim tries to deliver it.
