That's because it isn't a header line that is defined by the RFC 2822
standard. There is an item on the Exim 4 Wish List which is in fact an
item that is retained from the Exim 3 Wish List:

Somehow there has always been something more important to do. :-(
For over 4 years, it seems.
The only way to handle this would be for some configuration option to
provide a list of header lines that are deemed to contains lists of
addresses. But there are other more general header-rewriting issues as
well that should probably all be considered together.
You'll just have to hope that I eventually I get round to this...
