You are using a system filter to filter your mail, which is only used
once per message, not matter how many recipients it contains.
Therefore the variables $local_part and $domain are not available.
If you want to do per-address filtering, you should set up a dedicated
filter router as outlined in section "39.8 Per-address filtering" in
the Exim 4 specification.
