[Exim] Virtualhost / local_domains problem...

I have three virtual domains configured on my server, and it seems to
work fine.

The problem is, I can't seem to limit the addresses that get delivered
to the local domains. E.g. user1@??? (where 1.com is the local domain)
gets delivered, but I'd only like user1 to accept mail via a virtual
host 2.com.

Any ideas? Is this more of a virtual host thing or domainlist router
issue? I'm stumped
