I expect the thing that's slowing you down is DNS lookups. Perhaps
tweaking your routers to avoid them (which you can do since you're
using a smarthost) would improve matters. This would also allow you
to do all the routing at message submission time (i.e. offline)
so Exim will only use two connections (by default) which minimizes
the TCP setup delays.
