I haven't looked at the config, it's better than you provide your
debuglog also, please try:

exim -d9 -M 197tRC-0004kB-00

This will show many debug-informations, that will help us to find your
problem.

Further, all those messages are bounces, that most probably means that
fetchmail did something wrong when it inserted the mail into exim, have
you checked the body of this messages with exim -Mvb 197tRC-0004kB-00?

Also, check your logs, too see why the original message was bounced.
