Same problem here too... as Paul has...
I am on exim-3.36-121_cpanel_stmpcontrol_antivirus.
When i added the
user = mail
and did the exim -bV == gave error!!!

I have commented the Never_user = root line. but still no mails are beign
sent (through scripts specially php which uses mail() function).

I have attached my exim.conf.

Any help would be appreciated.
