No, not really, at least not for any definition of "risky" I'm aware of.

That's irrelevant, so long as you don't allow them to re-connect
immediately (which you do by not giving them the bad news without a
delay). Broken sending-SMTP implementations exhibit broken behaviour.
Please don't bother catering to them.
