My copy of spec.txt (4.14) says
"If any server authentication mechanisms are configured, Exim advertises
them in response to an EHLO command only if the calling host matches this
list. Otherwise, Exim does not advertise AUTH, though it is always
prepared to accept it."
Having connected from a host when SMTP AUTH is not advertised, I am told
503 AUTH command used when not advertised
which seems to be the opposite of the above para...
A quick check with -bh <outside ip> shows it as advertised etc...
