[Exim] local_scan() and receive_add_recipient()

This is just an observation and I do next expect any changes (except, perhaps to the
documentation).

I found that supplying an unqualified address to receive_add_recipient():

receive_add_recipient("postmaster", -1)

caused Exim to just leave the message on the queue with no indication in any log as
to why it was there. Perhaps the documentation could state that the address must be
qualified. (In any case the example under section 38.5 has the quotation marks
missing from round the address.)
