is it what you want?

relay_domains = domain.be
relay_domains_include_local_mx = true
[...]
smarthost:
driver = domainlist
transport = remote_smtp
route_list = "inside.mail.domain.be byname"

outgoing_mail:
driver = lookuphost
transport = remote_smtp
pass_on_timeout
no_more
