It's possible, but you have to make sure you know what you're doing.
Since virtual users usually have the same UID, their procmailrc can be
configured to wipe out any files of the same permissions. Giving the
customer access to their own procmailrc would be a security nightmare.

That said, I have it configured and working for virtual users. The
procmailrc file is not stored where the user can reach it, and is not
owned by the same user as the virtual mail files. In fact, its usage is
highly discouraged in favor of an exim filter file (set up the same way),
but its implemented none the less.
