The phrase, exim-users@???, is invalid because it must be a
sequence of words, and words must be atoms or quoted-strings. It
obviously isn't quoted, and '@'is a special and therefore not allowed
in an atom.

The following would be allowed:

     "exim-users@???" <exim-users@???>
