Write a wrapper which decode it and look for the Header of the file...
I had done this for 2 years... (but not with exim and exiscan)
It is enough, if it decode the first 200 Bytes.
Note: If you have Outlook Clients in the Network, do not trust
the extension... Same as in IE
You download it and you mean all is OK.
But OE and IE are looking into the file header to execute
it if they find the 'MZ' or 'vbs' stuff.
