-bpc counts the number of messages on the queue. That is all, and that
is what it is documented to do. It is not interlocked with delivery in
any way. If a message has been delivered, but Exim has not yet removed
it from the queue (for whatever reason), it will be counted. However,
most messages get removed from the queue pretty quickly once they are
completely delivered.
