Seems I'd misunderstood the question, sorry. SA-Exim can be used for
system-wide smtp rejection, not user-based rejection. Mail should unly
be rejected by the MTA at 3xx smtp data time; the MTA can't first accept
it and then later say: "Sorry, I changed my mind."

Obviously after mail has been passed to spamd, user prefs can be
applied, but then with the normal SA rules applied..

AFAIK Marc is still working on SA-Exim, so you *could* ask him to put it
on the wish list. However, a decision to reject any mail under any
circumstances is such a serious business, that I personally as mail
admin would consider any option for user-based rejection unacceptable. I
now always give a politely-phrased option, together with any 550 refusal
to the sender, that he can contact postmaster if there has been a
mistake with the refusal.
