So I tried it with exim -bd 1.1.1.1 -d+all and had no problems at all.
Next I tried to send the message which got through with exim -bF
system.filter -d < the_message and the system filter went through all right
! It detected the X-Infected-Header and that it's not a bounce message and
virtually sent out all my three warning mails...

Why didn't it work *both times* for the message containing the virus?? How
can that be?
