[Exim] fd position in local_scan()

Exim-4.12:

Section 38.1 (API for local_scan() says that the file descriptor is positioned at
character 17 if the file. This should read 19. The -D file containd the message id
plus "-D" as the first line.

It might be that some users' local_scan() code might need to rewind the file, so
would it be possible to have DATA_START_OFFSET available through local_scan.h so
that custom local_scan() code would not need to be changed if you change the length
of the message id in the future?
