It sais "some or all" regardles if I'm sending 1 or more.
For example if I send:
To: tflorian@??? ; bad@???
it will refuse them both even though tflorian@??? is valid.

Are you sure all are rejected? It does say "some or all". Exim is
perfectly capable of rejecting some recipients and accepting others.
