Ok, I want to be serious, the answer is "It depends", you need to give
us some informations WHAT you want to do.
What eximversion do you use (exim4 is highly recommended)?
HOW do you manage your users? There is no fixed way to manage them, they
can be systemusers, or virtual users from any kind of database
(dbm/cdb/ldap/mysql/flatfile/...) or you can query them through an
external program, or (my personal favourite in exim4 :) ) query them
through a unix-socket from a local daemon, ohhh and you can also
hardcode them to the exim-configfile (not really recommended ;)).
The best starting point is doc/spec.txt from the exim source
distribution or the online verion at
www.exim.org
So, please be more specific when asking questions :)
