When did this start?

Looks like may have got some kind of firewall or packet filter running
which is dropping packets, somewhere along the line. Check
/etc/sysconfig/ipchains if the machine's in a fairly 'default'
configuration. Alternatively, is it possible your upstream might have
installed one on their routers (especially if you're on a DSL line)?
