exim should not do that. In fact I'm sure it doesn't, it handles
"x@y" as a local account:

% exim -v -bv '"x@???'
"x@??? failed to verify:
unknown local-part "x@y" in domain "smtp2.cistron.nl"

(this is exim 3.35)

Are you forwarding mail for local domains to another, non-exim
SMTP server ? In that case, th mail may be received by exim,
forwarded to another /local/ SMTP server as "x@y"@z, that server
accepts the mail (it was delivered by a local host, so ..) and
sends it on into the world.
