Sorry, Exim 3 is a history for me. I switched to Exim 4 over a year ago
and suggest you to do the same.

I *think* you could create a director that catches local parts that
cointain @ that is invoked only on verification of incoming messages and
that forces verification to be failed.

Maybe some other people can help.
