30 secs, doesn't this sound fimilar?

exim -bP rfc1413_query_timeout

rfc1413_query_timeout = 30s

Arve, you most probably have some kind of firewall which drops
connections to port 113, either you fix your firewall, or you set

rfc1413_query_timeout = 0s
