That works, but could greatly increase the cost of scanning, since you'd
have to scan (approximately) once for each recipient, instead of once
per message. (Unless most users opt out of scanning, of course). Could
you configure the first Exim to split up the deliveries into no more
than two pieces each, one to opt-in recipients, one to opt-out
recipients? That would solve it... Is this possible, anyone?
