Correct. However one possibility is have the RCPT ACL do some lookup to
see if any recipient has elected to receive spam - inwhich case you add a
"warning" header. Then exiscan_spamd_condition can skip scanning if this
header is present.

Yup - but you wouldn't need a transport filter ?

you don't need procmail.
