I don't know about other implementations, but the NetBSD getaddrinfo(3)
will allow IPv6 address notation with the scope identifier following a
percent character (and for getnameinfo(3) these are produced by using
the NI_WITHSCOPEID flag). However the manual warns:
The implementation is still very experimental and non-standard. The cur-
rent implementation assumes one-by-one relationship between interface and
link, which is not necessarily true from the specification.
