[Exim] personal black list

I must be overlooking something real simple. I want to create a
personal list of ip addresses to deny. I tried putting a single ip
address in a separate file, then referring to it like this:

deny message = Access denied because you have abused this
system.
deny hosts = /usr/exim/deny.list

Running with "exim -bh nn.nn.nn.nn" did not show a deny response.
I also tried using lsearch, but that also did not work. Any
suggestions?
