[Exim] Pam On exim

Dears

I have problem for using pam on exim.

I configure /etc/pam.d/exim with standard configuration.
and configure exim authentication too.

every thing is fine and exim use /etc/shadow instead of /etc/exim/passwd. but there is one problem.
as long as /etc/shadow is not readable by all exim authentication is fail and as soon as I change the shadow file permission to every body read is working fine.

I think I missed something in configuration

any help is appreciated
