You answered your own question here. Why is having N ACL statements
not clean? It performs the same number of lookups and very accurately
describes the flow of processing that you desire.
It may cause a larger number of entries in your config file, but you
are requesting a configuration that processes headers for each RBL
individually, so it seems to be a very appropriate way of configuring it.
Having a large number of ACL statements isn't necessarily a bad thing.
At least you have a much finer level of control than was possible in Exim 3.
