As has been mentioned before, $local_part is meaningless in local_scan().
Consider this:

MAIL FROM:<>
RCPT TO:<bill@???>
RCPT TO:<monica@???>
DATA

After the DATA phase, local_scan() is called. Can you tell me what
$local_part should be set to?
