Damn, I knew I should not have left those details out of my
original post; you see I *did* actually make this entry prior to
me asking my question:

local_delivery:
driver = pipe
command = "/root/webmaster ${local_part}"
return_path_add
return_output
prefix = ""
user = nobody

So, /etc/exim/*conf did have the user = <user> line. However, it
still doesn't work.
