This turned out to be an obscure bug in Exim, provoked by an obscure
configuration (no offense intended, Christian :-). If there is a global
sender rewrite rule, senders get rewritten before verification. The bug
was that $sender_address wasn't getting updated until after the
verification routers were run. The problem configuration used
$sender_address in a router for verifying senders. Replacing that with
$local_part@$domain works round the problem.
