Quoting from spec.txt chapter 43.4:
When there is no To: or Cc:, the presence of an empty Bcc: is needed to
make the message conform to RFC 822. It is not in fact needed for RFC
2822 conformance, and may be removed in future when RFC 2822 has been
around for some time.
