I think what Bernard meant was "Please do not reply to an existing
message in the mailing list unless your message is actually a reply to
that message."

If you reply to a message, but change the subject and start a new
topic, your message still contains the 'In-Reply-To:' field in the
header. Some mailreaders (MUAs, mail user agents) use the
'In-Reply-To:' field to display messages "threads". For example, in my
mailreader your recent messages appear this way (more or less):

 637  Jan 21 Marc Haber      (   0) +->Re: [Exim] Amavis & relaying...
 638  Jan 21 louie miranda   (   0) +->[Exim] problem [ mail domain "*" is sy
 639  Jan 21 Bernard Massot  (   0)   +->[Exim] Re: problem [ mail domain "*"
 640  Jan 22 louie miranda   (   0)     +->

Bernard's point is that your message (#638 above) appears to be a reply
to Marc Haber's message (#637), when really you're asking an entirely
different question. This means your message doesn't stand out as a
"top-level" message and may not be noticed by many folks who could
answer your question.

For the same reasons, this can also cause problems with the
mailing-list archives.
