Which nameserver do you ask?

If mars.nbnet.co.ke. _should_ be secondary NS (it looks like it's true)
then problem is on primary - dns1.utlonline.co.ug and on NS for ug:

darek@beast ~ $ dig shelter.co.ug @web.eahd.or.ug.

;; AUTHORITY SECTION:
shelter.co.ug. 14400 IN NS dns1.utlonline.co.ug.
shelter.co.ug. 14400 IN NS ip.cfi.co.ug.
darek@beast ~ $ dig @dns1.utlonline.co.ug. shelter.co.ug ns
[...]
;; ANSWER SECTION:
shelter.co.ug. 86400 IN NS ip.cfi.co.ug.
shelter.co.ug. 86400 IN NS dns1.utlonline.co.ug.
