for my workstation this setup works with exim 3.x:
transport:

remote_smtp:
driver = smtp

and smarthost configuration goes in routers:

smarthost:
driver = domainlist
transport = remote_smtp
route_list = "* 123.123.123.123 byname"
----->8-----
where 123.123.123.123 is the (changed) ip adress of my smarthost
