Hum... This is strange indeed because I am running FreeBSD 4.7 and Exim
4.10.1 and it's working fine:

However, I did not run Exim on any of my 4.6 boxes.
Time for trace I think... Do a trace on Exim with and without the
debugging. Diff them and see what calls are missing with regards to the
queue runner. That's all I can suggest as it does sound that there is
indeed a problem.
