not directly, BUT!

you can use macros

define a macro in your config
QUEUE_ONLY_MACRO = true

and set queue_only with

queue_only = QUEUE_ONLY_MACRO

for debugging, use exim -DQUEUE_ONLY_MACRO=false

this should work, but I'm not really sure ;)
