[Exim] expansion of variables in a system filter

How can I use the whole recipient(?) in a system filter ???

if the filter founds some (special) problems, deleivery is right, but the
filter should send a new mail (warning) to the recipients also...

How can I define the original recipients to the mail filter command

...
mail to ... subject "WARNING! ...." expand file ...

???
