[Exim] relaying denied: newbie question

Hello,
please forgive this, but i've spent some time trying to anwser
this doutbless trivial question, and i now hope you can help.

I have installed exim3 on my system (debian potato, therefore
not exim4) with a dialup connection. i have succeeded in local delivery of
mails, and mails to myself at my (external) department address. however
other mails don't get delivered: "relaying denied" (see below). I assume
this refers to a denial by the departmental machine. If this _is_ the
case,might this denial be caused by something i have (not) done, or is it just
end of story? If its not the end of story, could someone please direct me
to the relevant bits of the documentation.
