[Exim] mailq for non privledeged users

I rememember a discussion about what was needed to make the mailq
command report for non privledged users, but now when I go back to the
archive, I cannot find it. Does anyone here know how to make exim v4 NOT
report permission denied when a normal user runs mailq?
