[Exim] Conditional System Filter

How can I set up a system filter that will process a message or not
processes it based on a mysql entry?
I have a mysql database set up for user delivery and SpamAssassin set
up to bounce messages via a System filter.
is there a way to have the System filter check a MySQL db or have the
System filter be ignored based on a flag in the MySQL db?
