at least anybody who can confirm this behaviour?

FYI some results of my experiments:

The function is running with uid 0 (shown by $> and $<) but
creates a new file with owner exim (uid 72).

Trying to set the uid on my own ( $> = 70; # popowner) results in
getting uid 72 (exim).

BTW -
adding the exim-uid to the group popowner does not work either :(
