What is on the log around 14:03, that is, the last time it claims to
have tried? The logs for 14:05 onwards would seem to be correct, since
the next retry time isn't till 22:03:27.

Did some other message try that address around 14:03?

Ah! Just noticed something else. It says "routing defer", but the
exinext output is for a delivery defer. Maybe there's something else in
there.

Please use exim_dumpdb on your retry data, and grep out any references
to eos.ncsu.edu. In particular, see if there are any that start with R:
instead of T:.
